Only the director, in consultation with the advisory board, may authorize these expenditures.

Additionally, the bill removes a previous provision that limited the use of account expenditures to specific fiscal biennia and clarifies that the advisory board can solicit and receive gifts and grants for its purposes. The act also includes an expiration date of July 1, 2031, indicating that the provisions will cease to be effective after this date.
