The Secretary of State is tasked with designating these language minority groups based on census data and must notify counties of these designations, which will remain in effect unless terminated by the Secretary.
Additionally, the bill establishes a grant program to fund the implementation of these requirements and outlines definitions for key terms such as "illiteracy," "Indian reservation," "limited English proficiency," and "single language minority group." A provision is included stating that if specific funding for the act is not provided by June 30, 2025, the act will become null and void.
