The bill amends RCW 43.24.150 to transfer dedicated accounts for various professional licenses into the business and professions account, consolidating the financial management of these licenses. It specifies that all receipts from business or professional licenses, registrations, certifications, renewals, examinations, and civil penalties collected by the department from several chapters, including those related to architects, auctioneers, cosmetologists, and others, will be deposited into this account. Additionally, the bill introduces a requirement for the director to provide an annual report detailing the revenues and expenditures for each chapter authorized to use the account, starting in 2026.

Furthermore, the bill repeals several existing accounts related to specific professions, including the architects' license account and the funeral and cemetery account, among others. It mandates that any residual funds remaining in these accounts as of December 31, 2025, will be transferred to the business and professions account by February 28, 2026. The act is set to take effect on January 1, 2026.
