The bill establishes a new community partnership program aimed at enhancing community policing efforts in areas surrounding eastern and western state hospitals in Washington. Specifically, it creates a program between the Department and the city of Medical Lake for eastern state hospital, while recognizing and continuing the existing program with the city of Lakewood for western state hospital. The state will provide annual funding to both cities, with a maximum of $750,000 per biennium for each facility, based on the biennial budget and reflecting anticipated service levels and costs. The design of these programs will be tailored to meet the unique needs of each community.

Additionally, the bill mandates that the Department collect data on the utilization of funds and the number of police calls responded to by these community policing programs. This data will be compiled into an annual report to be submitted to the Office of Financial Management and the relevant fiscal committees of the legislature by December 1st each year. This initiative aims to ensure that funding and resources are allocated effectively to support community safety in proximity to state hospitals.
