This bill modifies the reimbursement rates for criminal justice costs incurred by political subdivisions due to crimes committed by offenders residing in institutions under the jurisdiction of the secretaries of children, youth, and families, and corrections. It mandates that these secretaries shall reimburse the political subdivisions for documented costs related to law enforcement, prosecutorial, judicial, and jail facilities, contingent upon the availability of funds from the institutional impact account. Additionally, the bill requires the office of financial management to promulgate rules establishing rates of reimbursement for these costs, with specific rates determined for each county based on the average hourly cost for law enforcement, prosecutorial, and judicial services, as well as the average daily bed rate for jail facilities from the last closed state fiscal year. The bill also includes a provision that reimbursement will not be made if otherwise provided by other state laws and mandates both secretaries to repromulgate rules to align with the new provisions.
