The bill aims to establish a grant program to increase residency positions for international medical graduates (IMGs) in Washington state, addressing the disparity in their successful placement within the state's residency system. It introduces new sections to chapter 18.71 RCW, which outline the intent to integrate IMGs into the healthcare workforce, thereby addressing healthcare shortages and promoting health equity. The program will be funded through appropriated amounts and will focus on specific medical specialties, including family medicine, internal medicine, pediatrics, psychiatry, obstetrics and gynecology, and general surgery, with the possibility of expanding these specialties based on available funding.

Additionally, the bill mandates the creation of an advisory committee to support the selection criteria for grant recipients, ensuring that at least 75% of residency positions are filled by IMGs. The commission will also be responsible for reporting to the legislature on the program's progress and outcomes every biennium, starting January 1, 2027.
