The bill establishes a photovoltaic module stewardship and takeback program in Washington State, amending existing laws to ensure a safe and environmentally sound recycling system for photovoltaic modules. Manufacturers are required to submit a stewardship plan to the Department of Ecology by January 31, 2030, or within 30 days of their first sale of a photovoltaic module in the state, whichever is later. The plan must include financing mechanisms, acceptance of modules sold after July 1, 2017, and performance goals for reuse and recycling.

Additionally, the bill creates a photovoltaic module advisory committee to develop recommendations for the recycling system, which will include diverse stakeholders such as tribal organizations, environmental nonprofits, and industry representatives. The committee will be supported by an independent consultant and is tasked with addressing environmental impacts on vulnerable communities. The advisory committee's work will culminate in a report to the Department by June 1, 2028, with recommendations for legislative changes. The act is set to take effect on June 30, 2025, and includes provisions for penalties for non-compliance with the stewardship plan requirements.
