The bill establishes the "Veteran Employability Training and Career Advancement for Reentry Program" within the Washington State Board for Community and Technical Colleges. This program aims to provide individualized transitional and soft skills training to justice-involved veterans and their families, with the goals of improving economic well-being, reducing recidivism, preventing homelessness, and facilitating successful reintegration into society. The program will be administered by a selected community college, which will collaborate with the Employment Security Department and local WorkSource offices to deliver necessary services. Eligible participants must be justice-involved veterans who are either recently released from incarceration or involved in pretrial diversion programs.
Additionally, the bill outlines support for the immediate families of participants, including financial assistance for housing, food, transportation, and work-related expenses. It mandates the development of processes to identify and approve participation for qualifying veterans in correctional facilities and requires data collection on veterans entering these facilities. An interagency work group is created to assess the feasibility of expanding the program statewide, with reports due to the legislature by specified deadlines. The provisions of this act will expire on August 1, 2031, and constitute a new chapter in Title 28B of the Revised Code of Washington.
