This bill mandates that the Secretary of State print and distribute a voters' pamphlet prior to the primary elections in each even-numbered year and prior to the general elections every year. The current law's requirement for a pamphlet to be produced only when at least one statewide measure or office is on the ballot has been removed. The pamphlet will be distributed to every household in the state, public libraries, and other designated locations, and will include recorded or Braille transcripts available upon request.
Additionally, the bill specifies that county auditors must print and distribute a local voters' pamphlet before any primary, general, or special election, which will provide information on measures and candidates specific to that county. However, it clarifies that measures and candidates included in the state-produced voters' pamphlet will not be repeated in the local pamphlet. The act is set to take effect on January 1, 2026.
