HOUSE RESOLUTION NO. 2024-4669, by Representative Schmick
1 WHEREAS, Terry Cochran wrestled in high school for two years; and
2 WHEREAS, Terry Cochran was encouraged by Hall of Famer Joe
3 Babbitt to start his career as a wrestling official while living in
4 Eastern Washington; and
5 WHEREAS, Terry Cochran began officiating for the Whitman County
6 Wrestling Officials Association in 1987 and quickly became very
7 successful; and
8 WHEREAS, Terry Cochran was awarded the Washington State
9 Outstanding Wrestling Official recognition in 2011; and
10 WHEREAS, The Whitman County Wrestling Officials Association only
11 services a few schools, Terry also officiates for the Inland Empire
12 Wrestling Officials Association and the Idaho District 2 Wrestling
13 Officials Associations; and
14 WHEREAS, Terry Cochran has served in a leadership position
15 starting in 1997, as the Whitman County Wrestling Association
16 Assigning Secretary, a position he still holds; and
17 WHEREAS, Cochran has officiated in 30 Washington State Wrestling
18 Tournaments and six Idaho State Wrestling Tournaments; and
19 WHEREAS, Over his 35-year officiating career, Cochran has
20 officiated numerous league, district, and regional tournaments where
21 he was the head official for many of those tournaments; and
22 WHEREAS, Terry Cochran also officiates USA Wrestling tournaments
23 and officiated some college club wrestling from 2008-2013; and

1 WHEREAS, Terry Cochran proudly approached his officiating duties
2 to highlight the athleticism and skills of the wrestlers, not to draw
3 attention to the referee. He valued and officiated in a manner which
4 emphasized safety for the wrestlers. He has garnered such respect
5 that it is not uncommon for him to receive a handshake and words of
6 appreciation from wrestlers he may run into off the mat; and
7 WHEREAS, Outside of officiating wrestling, Terry is an event
8 volunteer for the Colfax Chamber of Commerce; Fire Commissioner for
9 District 11 of Whitman County; member of the Steptoe Fire Department
10 since 2015; and volunteer in the Beef Barn and at the Steptoe Food
11 Booth at the Palouse Empire Fair for over 20 years; and
12 WHEREAS, As a Service Technician for Jones Truck and Implement,
13 Cochran currently resides near Colfax, Washington, with his wife,
14 Nancy. They have two adult children, Maggee and Ben, and five
15 grandchildren: Waylon, Zaidee, Murphee, Case, and Louden;
16 NOW, THEREFORE, BE IT RESOLVED, That the Washington State House
17 of Representatives honor and congratulate Terry Cochran; and
18 BE IT FURTHER RESOLVED, That a copy of this resolution be
19 immediately transmitted by the Chief Clerk of the House of
20 Representatives to Terry Cochran.
