The resolution honors Captain Richard "Dick" Alan Nelms, a United States Army Air Forces veteran who served as a copilot and pilot in the European Theater during World War II. Nelms flew 35 missions, sustaining combat damage in 25, and played a crucial role in coordinating food and supply drops to resistance fighters in France. His valorous service earned him multiple awards, including the Distinguished Flying Cross and the French Legion of Honor Medal. After the war, he had a successful career as a commercial artist and was responsible for creating the official Washington State Seal.

In addition to his artistic contributions, Nelms has been an active volunteer at the Museum of Flight since 2016, sharing his wartime experiences with visitors and engaging with various community organizations. He celebrated his 100th birthday on February 17, 2023, at the Museum of Flight. The resolution recognizes and honors his significant contributions to both the state of Washington and the nation.
