1 AN ACT Relating to conducting a review of salmon planning and
2 recovery efforts; creating a new section; and providing an expiration
3 date.
4 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:
5 NEW SECTION. Sec. 1. (1) By December 31, 2026, the joint
6 legislative audit and review committee shall conduct a performance
7 audit of salmon planning and recovery efforts in Washington.
8 (2) Within two watersheds west of the Cascade mountains, and two
9 watersheds east of the Cascade mountains, the audit must identify:
10 (a) The local, state, federal, and comanagers involved in recovery
11 efforts and other relevant entities whose work may impact upon
12 recovery efforts; (b) the extent to which recovery efforts include
13 measurable goals for recovery that are shared by these groups and
14 include actions that are aligned to attain these goals, and the
15 extent to which work is coordinated; (c) the extent to which
16 scientific and management data is defined consistently, shared, and
17 used to inform decision making; (d) plans for assessing progress made
18 in implementing recovery efforts; and (e) funding for recovery
19 efforts and any constraints imposed by funding sources.
20 (3) The joint legislative audit and review committee must
21 incorporate the performance audit in this section into its work plan

1 and prioritize its work based on available resources and staff
2 capacity.
3 (4) This section expires July 1, 2027.
