The bill establishes a pilot program aimed at eliminating college in the high school fees for students enrolling in courses offered by a selected private, not-for-profit four-year institution located in Yakima County. The program, administered by the student achievement council, will provide funding of $300 per student, with a maximum of $6,000 per course, to facilitate these courses at no cost to students. The institution must report on various metrics, including course offerings, student demographics, and academic performance, to the council annually, with the program set to expire on December 31, 2030.
Additionally, the bill mandates that participating institutions adopt and attest to nondiscrimination policies through an annual affidavit. These policies prohibit discrimination based on various factors, including race, sex, and disability, in both educational programs and employment practices. Institutions that do not comply with these requirements will be ineligible to participate in the pilot program. The bill also includes an exemption for theology programs and campus ministry departments from these nondiscrimination requirements.
