1 AN ACT Relating to the Washington national primate research
2 center at the University of Washington; and adding a new section to
3 chapter 28B.20 RCW.
4 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:
5 NEW SECTION. Sec. 1. A new section is added to chapter 28B.20
6 RCW to read as follows:
7 (1) The Washington national primate research center within the
8 University of Washington shall annually publish in a publicly
9 accessible place on its website the following:
10 (a) The number of nonhuman primates, listed by species, at the
11 Washington national primate center that, in the previous year were:
12 (i) Used in research;
13 (ii) Used in breeding;
14 (iii) Born;
15 (iv) Purchased or sold by the Washington national primate
16 research center;
17 (v) Injured or died in a manner that resulted in an animal
18 welfare citation by the United States department of agriculture;
19 (vi) Killed or died as part of research, a test, or a study at
20 the Washington national primate research center;

 1 (vii) Injured or died due to causes not related to research at
2 the Washington national primate research center; and
3 (viii) Either showing symptoms or were treated, or both, for
4 unintended illness or infection;
5 (b) Links to publicly accessible websites that include
6 descriptions of research using nonhuman primates;
7 (c) The total amount of money awarded to the Washington national
8 primate research center from each source during the previous fiscal
9 year;
10 (d) Any inspection reports of the United States department of
11 agriculture related to animal welfare at the Washington national
12 primate research center that include information about nonhuman
13 primate welfare during the previous year; and
14 (e) Documentation of the accreditation of the Washington national
15 primate research center.
16 (2) Any advisory or oversight committee appointed by the
17 University of Washington to satisfy federal regulatory and grant
18 requirements related to (a) primate research including, but not
19 limited to, scientific advisory boards and research advisory
20 councils, or (b) the requirements of subsection (1) of this section,
21 must fully comply with the open public meetings act pursuant to
22 chapter 42.30 RCW and the public records act pursuant to chapter
23 42.56 RCW including notice for, and public observation of, meetings,
24 and disclosure of the composition of the committee, meeting
25 attendance, the process for voting and making motions, and other
26 required disclosures.
