This bill aims to promote the use of sustainable aviation fuel (SAF) in private jets in Washington State, recognizing its potential to reduce emissions in the aviation sector. It mandates that airport operators and fixed-based operators must provide fuel blends containing a minimum of 10% sustainable aviation fuel for private aircraft operating under federal aviation regulations, contingent upon the Department of Ecology verifying a cumulative production capacity of at least 20 million gallons of alternative jet fuel annually. The bill also allows the governor to suspend these requirements if deemed temporarily infeasible or if they pose a significant risk to public safety.
Additionally, the bill requires the Department of Transportation to conduct a feasibility study by November 1, 2027, to assess the enforcement of these sustainable fuel requirements, with findings to be reported to the governor and legislative transportation committees. Following the study, the department is authorized to adopt necessary rules to implement the provisions of the bill. This legislative effort is intended to stimulate the growth of the sustainable aviation fuel industry in Washington while enhancing public health and quality of life.
