1 AN ACT Relating to providing collector vehicles the ability to
2 tow trailers; and amending RCW 46.18.220.
3 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:
4 Sec. 1. RCW 46.18.220 and 2015 c 200 s 3 are each amended to
5 read as follows:
6 (1) A registered owner may apply to the department, county
7 auditor or other agent, or subagent appointed by the director for a
8 collector vehicle license plate for a motor vehicle or travel trailer
9 that is at least ((thirty)) 30 years old. The motor vehicle must be
10 operated primarily as a collector vehicle and be in good running
11 order. The applicant for the collector vehicle license plate shall:
12 (a) Purchase a registration for the motor vehicle or travel
13 trailer as required under chapters 46.16A and 46.17 RCW; and
14 (b) Pay the special license plate fee established under RCW
15 46.17.220(((1)(f))) (5), in addition to any other fees or taxes
16 required by law.
17 (2) A person applying for a collector vehicle license plate may:
18 (a) Receive a collector vehicle license plate assigned by the
19 department; or
20 (b) Provide an actual Washington state issued license plate
21 designated for general use in the year of the vehicle's manufacture.

1 (3) Collector vehicle license plates:
2 (a) Are valid for the life of the motor vehicle or travel
3 trailer;
4 (b) Are not required to be renewed; and
5 (c) Must be displayed on the rear of the motor vehicle or travel
6 trailer.
7 (4) A collector vehicle registered under this section may only be
8 used for participation in club activities, exhibitions, tours,
9 parades, and occasional pleasure driving.
10 (5) Collector vehicle license plates under subsection (2)(b) of
11 this section may be transferred from one vehicle to another vehicle
12 described in subsection (1) of this section upon application to the
13 department, county auditor or other agent, or subagent appointed by
14 the director.
15 (6) Any person who knowingly provides a false or facsimile
16 license plate under subsection (2)(b) of this section is subject to a
17 traffic infraction and fine in an amount equal to the monetary
18 penalty for a violation of RCW 46.16A.200(7)(b). Additionally, the
19 person must pay for the cost of a collector vehicle license plate as
20 listed in RCW 46.17.220(((1)(f))) (5), unless already paid.
21 (7) A collector vehicle that is a motor vehicle may tow a trailer
22 if the trailer is being used for participation in club activities,
23 exhibitions, tours, and parades.
