The bill introduces a new emergency liquor permit that allows licensed manufacturers to sell, serve, and consume liquor on the premises of another liquor licensee with retail sales privileges during emergencies or disasters that render the manufacturer's premises inaccessible. This new provision is added as subsection (19) to RCW 66.20.010. The permit is valid for 30 days and can be renewed for additional 30-day periods if the emergency persists. Notably, the fee for this permit is waived if there is a state of emergency proclamation by the governor or local authorities.
Additionally, the bill stipulates that employees or agents of the permit holder or the licensed premises may serve the liquor provided by the permit holder, and the permit holder is allowed to store a maximum 30-day supply of liquor at the licensed premises in a segregated area. Furthermore, it limits the number of emergency permit holders to three at the same licensed premises. This legislation aims to provide flexibility and support to liquor manufacturers during emergencies, ensuring they can continue operations despite unforeseen circumstances.
