SUBSTITUTE HOUSE BILL 2098

1 AN ACT Relating to expressly authorizing the women's commission
2 to solicit gifts, grants, and endowments from public or private
3 sources; amending RCW 43.119.050; providing an effective date; and
4 declaring an emergency.
5 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:
6 Sec. 1. RCW 43.119.050 and 2018 c 98 s 6 are each amended to
7 read as follows:
8 The Washington state women's commission shall have the following
9 powers:
10 (1) ((Receive)) Solicit and receive gifts, grants, and endowments
11 from public or private sources that are made for the use or benefit
12 of the commission and to expend the same or any income therefrom
13 according to their terms and the purpose of this chapter. The
14 commission's executive director shall make a report of such funds
15 received from private sources to the office of financial management
16 on a regular basis. Such funds received from private sources shall
17 not be applied to reduce or substitute for the commission's budget as
18 appropriated by the legislature, but shall be applied and expended
19 toward projects and functions authorized by this chapter that were
20 not funded by the legislature.

1 (2) In carrying out its duties, the commission may establish such
2 relationships with public and private institutions, local
3 governments, private industry, community organizations, and other
4 segments of the general public as may be needed to promote equal
5 opportunity for women in government, education, economic security,
6 employment, and services.
7 (3) The commission may adopt rules and regulations pursuant to
8 chapter 34.05 RCW as shall be necessary to implement the purpose of
9 this chapter.
10 NEW SECTION. Sec. 2. This act is necessary for the immediate
11 preservation of the public peace, health, or safety, or support of
12 the state government and its existing public institutions, and takes
13 effect April 6, 2024.
