1 AN ACT Relating to representation in the educator preparation
2 act; and amending RCW 28A.410.200.
3 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:
4 Sec. 1. RCW 28A.410.200 and 2017 c 189 s 1 are each amended to
5 read as follows:
6 (1)(a) The Washington professional educator standards board is
7 created, consisting of ((twelve)) 13 members to be appointed by the
8 governor to four-year terms except for the student member, who shall
9 serve a two-year term, and the superintendent of public instruction
10 or the superintendent's designee. ((On August 1, 2009, the board
11 shall be reduced to twelve members.))
12 (b) Vacancies on the board shall be filled by appointment or
13 reappointment by the governor to terms of four years except for the
14 student member, who shall serve a two-year term.
15 (c) No person may serve as a member of the board for more than
16 two consecutive full ((four-year)) terms.
17 (d) The governor shall biennially appoint the chair of the board.
18 No board member may serve as chair for more than four consecutive
19 years.
20 (2)(a) A majority of the members of the board shall be active
21 practitioners with the majority being classroom based. Membership on

1 the board shall include individuals having one or more of the
2 following:
3 (((a))) (i) Experience in one or more of the education roles for
4 which state preparation program approval is required and certificates
5 issued;
6 (((b))) (ii) Experience providing or leading a state-approved
7 teacher or educator preparation program;
8 (((c))) (iii) Experience providing mentoring and coaching to
9 education professionals or others; and
10 (((d))) (iv) Education-related community experience.
11 (b) One of the members shall be a student, either an
12 undergraduate or a graduate student, enrolled in a board-approved
13 preparation program in the state.
14 (3) In appointing board members, the governor shall consider the
15 individual's commitment to quality education and the ongoing
16 improvement of instruction, experiences in the public schools or
17 private schools, involvement in developing quality teaching
18 preparation and support programs, and vision for the most effective
19 yet practical system of assuring teaching quality. The governor shall
20 also consider the diversity of the population of the state.
21 (4) All appointments to the board made by the governor are
22 subject to confirmation by the senate.
23 (5) Each member of the board shall be compensated in accordance
24 with RCW 43.03.240 and shall be reimbursed for travel expenses
25 incurred in carrying out the duties of the board in accordance with
26 RCW 43.03.050 and 43.03.060.
27 (6) The governor may remove a member of the board for neglect of
28 duty, misconduct, malfeasance or misfeasance in office, or for
29 incompetency or unprofessional conduct as defined in chapter 18.130
30 RCW. In such a case, the governor shall file with the secretary of
31 state a statement of the causes for and the order of removal from
32 office, and the secretary of state shall send a certified copy of the
33 statement of causes and order of removal to the last known post
34 office address of the member.
35 (7) Members of the board shall hire an executive director and an
36 administrative assistant to reside in the office of the
37 superintendent of public instruction for administrative purposes
38 only.

1 (8) Members of the board may create informal advisory groups as
2 needed to inform the board's work.
