The bill establishes a new grant program aimed at funding the purchase and installation of vape detectors in public schools in Washington State. The program will be administered by the office of the superintendent of public instruction in collaboration with the department of health, contingent upon the availability of appropriated funds. School districts will be eligible to apply for these grants by demonstrating a need based on data from the healthy youth survey or other relevant health data. Additionally, applicants are encouraged to identify existing resources or programs that can be combined with the grant funds to enhance student education about the health risks associated with vapor products.

Grant recipients will be required to provide annual assessments to the office of the superintendent regarding the effectiveness of the vape detectors and other health initiatives in reducing vapor product use among students. This reporting requirement will cease if the detector is removed or replaced with non-grant funds. Furthermore, school districts, including charter schools and state-tribal education compact schools, will have the opportunity to reapply for grant funding in future cycles.
