This bill amends RCW 79A.05.630 to authorize an exemption for qualified infrastructure projects within the Seashore Conservation Area. It introduces new provisions that allow the commission and the Department of Natural Resources to grant permits and easements for access to lands managed under this chapter for such projects. Specifically, a "qualified infrastructure project" is defined as the construction of telecommunications utilities in distressed areas along the Washington coast, which may include buried utility connections and related equipment aimed at enhancing broadband capacity. The easement for these projects is set for an initial term of 50 years, with the possibility of renewal.
Additionally, the bill includes provisions for the sale of sand from accretions to support local cranberry growers, as well as the ability for the commission to grant leases and permits for sand removal for construction purposes, provided these actions are deemed reasonable and not harmful to the land's character. The net income from such leases will be directed to the state parks renewal and stewardship account. The bill emphasizes the importance of these infrastructure projects for public welfare and is declared to take effect immediately to ensure timely implementation.
