The bill establishes a new section in chapter 38.24 RCW to create the Washington National Guard member referral incentive program. This program aims to enhance peer-to-peer recruiting by offering a referral bonus to current members who successfully refer new recruits. To participate, members can submit the identity and contact information of potential recruits using a designated form. The state military department will maintain records of these submissions and, upon the successful accession of a referred individual, will distribute a referral bonus, contingent on available funds. The referral bonus is capped at $500 and is determined annually by the adjutant general.
However, certain members are excluded from this program, specifically those in command or senior enlisted advisor roles, as well as those whose primary or additional duties involve recruiting. The bill defines key terms such as "completed accession," which refers to a new recruit signing an enlistment contract, and "successful referral," which indicates that the referral led to a completed accession. This initiative is designed to bolster recruitment efforts for the Washington National Guard by leveraging the existing members' networks.
