The resolution honors the legacy of The Honorable Irving R. Newhouse, who served Washington State's 15th Legislative District for 34 years, first in the House of Representatives and then in the Senate. Recognized for his deep understanding of the political process, he held significant leadership roles, including Senate Republican Floor Leader and Senate President Pro Tempore. Newhouse was respected by governors from both parties for his insights on legislation and was dedicated to agriculture, managing a farm in Mabton. He was also a devoted family man, with a wife, six children, and eighteen grandchildren, one of whom is U.S. Congressman Dan Newhouse.

In recognition of his contributions, the resolution proposes that the new office building replacing the old one at 215 Sid Snyder Avenue Southwest be named the "Irving R. Newhouse Building." This naming follows the established procedures for naming state buildings and aims to honor Newhouse's service and commitment to the state. The resolution also directs that copies be sent to his family, the Governor of Washington, and the Director of the Department of Enterprise Services.
