1 TO THE WASHINGTON STATE TRANSPORTATION COMMISSION, AND TO THE
2 HONORABLE ROGER MILLAR, SECRETARY OF TRANSPORTATION, AND TO THE
3 WASHINGTON STATE DEPARTMENT OF TRANSPORTATION:
4 We, your Memorialists, the Senate and House of Representatives of
5 the State of Washington, in legislative session assembled,
6 respectfully represent and petition as follows:
7 WHEREAS, Justin R. Schaffer was a resident of Lewis County since
8 2006, who graduated from Adna High School, was a husband, son, and a
9 colleague; and
10 WHEREAS, Justin R. Schaffer attended Centralia College and
11 graduated with an Associate of Arts Degree in Criminal Justice; and
12 WHEREAS, Trooper Justin R. Schaffer graduated with the 103rd
13 Trooper Basic Training Class and was commissioned in September 2014;
14 in 2016, became a Drug Recognition Expert; this training lead to
15 gaining a partner in the form of narcotics K9 Frankie in 2018; and
16 WHEREAS, Trooper Justin R. Schaffer was fatally struck by a
17 vehicle while attempting to deploy spike strips to stop a fleeing
18 armed robbery suspect on March 24, 2020; and
19 WHEREAS, Trooper Justin R. Schaffer will forever be remembered
20 for his dedication, humility, and as a courageous public servant;
21 NOW, THEREFORE, Your Memorialists respectfully pray that the
22 Washington State Transportation Commission commence proceedings to
23 designate the section of state route number 6 that traverses Lewis

1 County from milepost 45 to milepost 51 as the Washington State Patrol
2 Trooper Justin R. Schaffer memorial highway.
3 BE IT RESOLVED, That copies of this Memorial be immediately
4 transmitted to the Washington State Transportation Commission, the
5 Honorable Roger Millar, Secretary of Transportation, and the
6 Washington State Department of Transportation.
