1 WHEREAS, During the month of February each year, the great state
2 of Washington comes together to celebrate Black Americans'
3 contributions to our history, culture, and nation; and
4 WHEREAS, Black history is American history. Black culture is
5 American culture; and
6 WHEREAS, We come together as a state to acknowledge the
7 resilience of Black communities, and honor those who have endured
8 racial discrimination and injustice; and
9 WHEREAS, Much of the history of Black Americans can be viewed
10 through the lens of the long, hard struggle to reconcile the reality
11 of slavery, Jim Crow, and segregation with the words and ideals
12 written in the Declaration of Independence and the Bill of Rights;
13 and
14 WHEREAS, In the face of persistent and entrenched injustice and
15 inequality, countless men and women of good will came together to
16 fight to improve our imperfect union and bring it closer to the
17 ideals of equality and opportunity for all; and
18 WHEREAS, Black Americans' desire to succeed and contribute, and
19 the love for their country, has left a positive impact on American
20 culture and society in areas of education, medicine, industry, the
21 military, religion, social sciences, philosophy, agriculture,
22 engineering, and the arts; and

1 WHEREAS, This Black History Month, and every month, is a time to
2 learn about those who came before us, and keep moving towards a
3 better, more just future;
4 NOW, THEREFORE, BE IT RESOLVED, That the House of Representatives
5 celebrate Black History Month and recognize the legacy and
6 innumerable contributions of Black Americans to our communities, the
7 state of Washington, and the United States of America, not only in
8 February but throughout the whole year; and
9 BE IT FURTHER RESOLVED, That the House of Representatives
10 encourage the celebration of Black History Month in our schools and
11 universities, and in our communities and neighborhoods, to foster a
12 better understanding of that history and its significance here in
13 Washington and throughout this nation.
