The bill amends existing laws regarding the determination of prevailing wages for public works in Washington State. It establishes that the industrial statistician of the Department of Labor and Industries will determine the prevailing wage rates based on collective bargaining agreements for various trades and occupations. Notably, until May 31, 2027, the industrial statistician will adopt the hourly wage, usual benefits, and overtime from these agreements. For contracts bid or awarded on or after June 1, 2027, the bill introduces a more detailed process for establishing the prevailing wage, including determining the majority rate among workers and allowing for appeals regarding wage determinations.

Additionally, the bill stipulates that contracts for public works must include provisions for the minimum hourly wage, which must not be less than the prevailing wage. It mandates that this wage be adjusted as necessary to reflect the latest prevailing rate at the time of work. Furthermore, it allows for financial adjustments to contracts due to wage increases resulting from these adjustments until December 31, 2029, for specific trades. The bill also clarifies that certain provisions do not apply to housing projects aimed at low-income households and sets a new effective date of January 1, 2025, for the act.
