HOUSE BILL 1737

1 AN ACT Relating to enacting the reconciliation act; amending RCW
2 43.79.567; creating a new section; and providing an effective date.
3 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:
4 Sec. 1. RCW 43.79.567 and 2022 c 297 s 947 are each amended to
5 read as follows:
6 (1) The community ((reinvestment)) reconciliation account is
7 created in the state treasury. Revenues to the account shall consist
8 of appropriations and transfers by the legislature and all other
9 moneys directed for deposit into the account. Moneys in the account
10 may be spent only after appropriation.
11 (2) Expenditures from the account may be used by the department
12 of commerce for:
13 (a) Economic development, which includes addressing wealth
14 disparities to promote asset building such as home ownership and
15 expanding access to financial resources including, but not limited
16 to, grants and loans for small businesses and entrepreneurs,
17 financial literacy training, and other small business training and
18 support activities;
19 (b) Civil and criminal legal assistance to provide postconviction
20 relief and case assistance, including the expungement of criminal
21 records and vacation of criminal convictions;

1 (c) Community-based violence intervention and prevention
2 services, which may include after-school programs focused on
3 providing education and mentorship to youths; ((and))
4 (d) Reentry services to facilitate successful transitions for
5 persons formerly incarcerated in an adult correctional facility or
6 juvenile residential facility in Washington;
7 (e) Agricultural and economic support and services available to
8 historically marginalized communities; and
9 (f) Programs or services that use a community assessment model
10 that is evidence-based and aimed at addressing root causes of
11 violence in communities and may include programs or services with one
12 or more of the following goals:
13 (i) Increasing high school graduation rates and empowering school
14 and life success for individuals;
15 (ii) Building a culture of empathy, equity, and connection and
16 improving the quality of life of persons in a community through
17 trauma-informed care;
18 (iii) Achieving positive health outcomes or enhancing resiliency
19 such as by promoting nutrition, physical health, or mental health;
20 and
21 (iv) Creating a supportive community environment.
22 (3) The distribution of the grants under this section must be
23 done in collaboration with the governor's office of Indian affairs
24 and "by and for community organizations" as defined by the department
25 of commerce and the office of equity.
26 NEW SECTION. Sec. 2. This act may be known and cited as the
27 reconciliation act.
28 NEW SECTION. Sec. 3. If any provision of this act or its
29 application to any person or circumstance is held invalid, the
30 remainder of the act or the application of the provision to other
31 persons or circumstances is not affected.
32 NEW SECTION. Sec. 4. This act takes effect July 1, 2024.
