The bill establishes a mental health advance directive effective implementation work group under the health care authority in Washington State. This work group is tasked with developing recommendations for the effective implementation of mental health advance directives, which are legal documents that allow individuals to outline their preferences for mental health treatment in advance. The work group will consist of two subgroups: one focused on document storage, which will recommend methods for creating, storing, and sharing these directives, and another focused on training for document creation and utilization, which will develop training toolkits and engage stakeholders in the process.
The work group is required to be representative of the diverse populations that utilize mental health services, including individuals with lived experience, peer advocates, and various health organizations. It will report its findings and recommendations to the governor and relevant legislative committees by December 1, 2025, and the section establishing the work group will expire on June 30, 2026. The state may also provide compensation to work group members as authorized under existing law.
