The bill establishes a new program within the Washington health care exchange aimed at assisting workers who lose their health care coverage due to participation in labor disputes, such as strikes or lockouts. By January 1, 2025, the exchange is required to implement a worker health plan access program that provides enrollment assistance for individuals and their dependents who can self-attest to losing their minimum essential health care coverage as a result of these disputes. The program will also facilitate outreach and determine eligibility for federal and state subsidies.
Additionally, the bill mandates that the exchange may request information from employers, labor organizations, or other representatives to assess the status of labor disputes and their impact on health coverage. The exchange is empowered to establish procedures for administering the program and ensuring effective outreach to affected individuals. The act is officially titled the "worker health care protection act."
