The bill aims to enhance equity in the transfer of student data between K-12 schools and institutions of higher education in Washington State. It introduces new sections to chapters 28B.10 and 28A.150 of the Revised Code of Washington (RCW). Institutions of higher education are required to enter into data-sharing agreements with the office of the superintendent of public instruction to facilitate the transfer of high school student directory information. These agreements will also allow for the sharing of student enrollment and outcome information, including the statewide student identifier, to better inform high school students about postsecondary educational opportunities.
Additionally, starting in 2024, high school districts must transmit directory information for all enrolled students to the office of the superintendent by November 1st. The office will then make this information available to institutions of higher education. By the 2025-26 school year, a process will be established to share enrollment information back to the students' school districts, ensuring compliance with privacy laws. The collected directory information will be used solely for college awareness and admissions purposes, as well as for providing enrollment and outcome data to school districts.
