Additionally, the bill establishes eligibility criteria for cities to receive construction funds for public tennis facilities, prioritizing the most populous city without existing facilities that have at least four indoor tennis courts. The funding process will begin on January 1, 2017, with maintenance funds prioritized for the first city utilizing construction funds from a specific chapter of Washington law. The bill also mandates that at least 90 percent of funds from the Seattle Seahawks and Seattle Mariners special license plate accounts be allocated to fellowships and youth services, respectively.
