THIRD SUBSTITUTE HOUSE BILL 1565

1 AN ACT Relating to supporting and strengthening the professional
2 education workforce through recruitment, residency, research, and
3 retention strategies; creating a new section; and providing an
4 expiration date.
5 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:
6 NEW SECTION. Sec. 1. (1)(a) A joint select committee on
7 supporting and strengthening the teacher workforce through
8 recruitment, preparation, and retention strategies is established,
9 with eight members as provided in this subsection.
10 (i) The president of the senate shall appoint four members from
11 each of the two largest caucuses of the senate. One member from each
12 caucus must be a member of the senate's early learning and K-12
13 education committee, or successor committee. One member from each
14 caucus must be a member of the senate's higher education and
15 workforce development committee, or successor committee.
16 (ii) The speaker of the house of representatives shall appoint
17 four members from each of the two largest caucuses of the house of
18 representatives. One member from each caucus must be a member of the
19 house of representatives' education committee, or successor
20 committee. One member from each caucus must be a member of the house

1 of representatives' postsecondary education and workforce committee,
2 or successor committee.
3 (b) The committee shall choose its cochairs from among its
4 membership. A member from the house of representatives' education
5 committee, or successor committee, shall convene the initial meeting
6 of the committee.
7 (2) At a minimum, the committee shall review:
8 (a) The reports of the professional educator collaborative
9 established in section 402, chapter 295, Laws of 2019;
10 (b) State and national data on teacher recruitment, preparation,
11 and retention, including demographic data;
12 (c) Models for teacher preparation for undergraduates and
13 bachelor's degree holders, including residency and registered
14 apprenticeship models;
15 (d) Alignment of teacher preparation models; and
16 (e) Teacher licensing requirements, including use of state
17 compacts.
18 (3) Staff support for the committee must be provided by the
19 senate committee services and the house of representatives office of
20 program research.
21 (4) Legislative members of the committee are reimbursed for
22 travel expenses in accordance with RCW 44.04.120.
23 (5) The expenses of the committee must be paid jointly by the
24 senate and the house of representatives. Committee expenditures are
25 subject to approval by the senate facilities and operations committee
26 and the house of representatives executive rules committee, or their
27 successor committees.
28 (6) The committee shall report its findings and recommendations
29 to the governor, the superintendent of public instruction, and the
30 appropriate committees of the legislature by November 1, 2024.
31 (7) This section expires August 1, 2025.
