The bill aims to ensure that elementary school students in Washington receive sufficient daily recess to support their mental and physical health. It establishes a minimum requirement for daily recess for students in grades kindergarten through five, and for sixth graders attending elementary schools, starting in the 2024-25 school year. The bill specifies that public schools must provide a minimum amount of recess time during the school day, which does not include time spent dressing for recess. Additionally, recess must be supervised, student-directed, and preferably held outdoors, while also clarifying that recess cannot be withheld as a disciplinary measure or to complete academic work.

Furthermore, the bill mandates the Washington state school directors' association, in collaboration with the office of the superintendent of public instruction, to review and update a model policy regarding nutrition, health, and physical education by April 1, 2024. This model policy will emphasize creating safe and inclusive recess environments, encourage physical activity breaks for older students, and discourage punitive practices related to recess. By the beginning of the 2024-25 school year, school districts are required to adopt or amend their policies to align with these new guidelines.
