The bill establishes a joint legislative executive committee on behavioral health in Washington to address the increasing need for accessible and affordable behavioral health services for all residents. The committee will consist of various appointed members, including legislative leaders, state agency representatives, and individuals with lived experience in the behavioral health system. It is tasked with conducting a comprehensive study of the current behavioral health landscape, identifying gaps and barriers in service access, and evaluating the effectiveness of existing programs. The committee will also create ad hoc technical advisory committees to provide specialized input and analysis.

By December 1, 2025, the committee is required to submit a sustainable five-year plan aimed at improving access to behavioral health services. This plan will include measurable goals, strategies to address the rising demand for services, and recommendations for necessary legislative or administrative changes. The bill also stipulates that if specific funding for its implementation is not provided by June 30, 2023, it will be null and void, and it will expire on June 30, 2026.
