The bill aims to ensure that elementary school students in Washington receive sufficient daily recess to support their mental and physical health. It establishes a minimum requirement of 30 minutes of daily recess for students in grades kindergarten through five, and for sixth graders attending elementary schools, starting from the 2024-25 school year. The bill emphasizes that recess should be supervised, student-directed, and held outdoors whenever possible, while also clarifying that recess cannot be withheld as a disciplinary measure or to compel students to complete academic work. Additionally, the bill allows for waivers for schools unable to meet the recess requirement during the initial year.
Furthermore, the bill mandates the Washington State School Directors' Association, in collaboration with the Office of the Superintendent of Public Instruction, to review and update a model policy regarding nutrition, health, and physical education by April 1, 2024. This policy will focus on making recess safe and inclusive, encourage physical activity breaks for older students, and discourage punitive measures related to recess. School districts are required to adopt or amend their policies to align with these guidelines by the beginning of the 2024-25 school year.
