1 TO THE HONORABLE JOSEPH R. BIDEN, JR., PRESIDENT OF THE UNITED
2 STATES, AND TO THE PRESIDENT OF THE SENATE AND THE SPEAKER OF THE
3 HOUSE OF REPRESENTATIVES, AND TO THE SENATE AND HOUSE OF
4 REPRESENTATIVES OF THE UNITED STATES, IN CONGRESS ASSEMBLED:
5 We, your Memorialists, the Senate and House of Representatives of
6 the State of Washington, in legislative session assembled,
7 respectfully represent and petition as follows:
8 WHEREAS, Russia has engaged in an unjustified and unprovoked
9 invasion of the sovereign nation of Ukraine, in violation of
10 international law; and
11 WHEREAS, Washington stands firmly in support of Ukraine's
12 sovereignty, independence, and territorial integrity and strongly
13 condemns Russia's military actions against Ukraine, and supports the
14 United States Government ending all business with Russia that helps
15 to finance and sustain Russia's unprovoked acts of war; and
16 WHEREAS, In 2021, the United States imported an average of
17 209,000 barrels per day of crude oil and 500,000 barrels per day of
18 other petroleum products from Russia, which represented three percent
19 of the United States crude oil imports and one percent of the total
20 crude oil processed by United States refineries; and
21 WHEREAS, The United States Congress has the authority to suspend
22 the import of crude oil and petroleum products from Russia; and

1 WHEREAS, Representative democracies provide the most protections
2 and safeguards for their citizens, while protecting against the
3 expansion of authoritarianism;
4 NOW, THEREFORE, Your Memorialists respectfully pray that the
5 Congress of the United States support immediately restricting all
6 future purchases of petroleum and other hydrocarbons from Russia. To
7 protect consumers, however, any import prohibition should exempt
8 products currently in transit to the United States.
9 BE IT RESOLVED, That copies of this Memorial be immediately
10 transmitted to the Honorable Joseph R. Biden, Jr., President of the
11 United States, the President of the United States Senate, the Speaker
12 of the House of Representatives, and each member of Congress from the
13 State of Washington.
