1 AN ACT Relating to implementing cost recovery of state agency
2 credit card and transaction fees and related costs for driver and
3 vehicle fee transactions; adding new sections to chapter 46.01 RCW;
4 providing an effective date; and declaring an emergency.
5 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:
6 NEW SECTION. Sec. 1. A new section is added to chapter 46.01
7 RCW to read as follows:
8 The department must implement cost recovery mechanisms to recoup
9 at least a portion of credit card and other financial transaction
10 costs as part of charges imposed for driver and vehicle fee
11 transactions. The department must develop a method of tracking the
12 amount of credit card and other financial cost recovery revenues. The
13 department must notify the state treasurer of these amounts and the
14 state treasurer must deposit these revenues in the agency financial
15 transaction account created in section 2 of this act on a quarterly
16 basis.
17 NEW SECTION. Sec. 2. A new section is added to chapter 46.01
18 RCW to read as follows:
19 The agency financial transaction account is created in the state
20 treasury. Receipts directed by law to the account from cost recovery

1 charges for credit card and other financial transaction fees must be
2 deposited into the account. Moneys in the account may be spent only
3 after appropriation. Expenditures from the account may be used only
4 for paying credit card and financial transaction fees, and other
5 related costs incurred by state agencies.
6 NEW SECTION. Sec. 3. This act is necessary for the immediate
7 preservation of the public peace, health, or safety, or support of
8 the state government and its existing public institutions, and takes
9 effect July 1, 2021.
