The House concurrent resolution R-362 celebrates the display of Julian Scott's Civil War painting, "The Fourth Vermont Forming Under Fire," in the State House. This artwork, which depicts a significant moment from the 1863 Chancellorsville Campaign, was commissioned by Edwin Stoughton to honor his nephews who served as commanders in the Fourth Vermont Regiment. After changing hands over the years, the painting was rediscovered by Civil War historian Tyler Alexander, who alerted State Curator David Schutz about its imminent auction. With the help of Vermont historians and art collector Lyman Orton, the painting was successfully purchased for $110,000 and is now on display in the Cedar Creek Room.

A formal unveiling ceremony took place on October 29, 2025, marking the painting's return to Vermont.
