The resolution honors the memory of former Washington County Senator Mary Just Skinner, who passed away unexpectedly on January 9, 2026, at the age of 79. Born in Indiana and raised in the Chicago area, Skinner graduated from Barnard College and Columbia Law School before moving to Middlesex, Vermont, in 1977 with her husband, Scott Skinner. She had a distinguished career as an attorney, advocating for significant legal changes, including the overturning of a U.S. Marine Corps policy on pregnant Marines and securing regulatory approval for utility rate increases. Elected to the Vermont State Senate in 1978, she served seven consecutive terms, focusing on the needs of vulnerable Vermonters and environmental protection.

In addition to her legislative work, Skinner dedicated 24 years to the Middlesex School Board and was involved in various community organizations. She was known for her love of folk art, reading, and outdoor activities, including hiking and summiting Mt. Kilimanjaro. The resolution expresses the General Assembly's condolences to her family and directs the Secretary of State to send a copy of the resolution to them, recognizing Skinner's commitment to public service and her impact on the Vermont community.
