The House concurrent resolution honors the memory of Stephen Andrew Carr, a former Representative and Selectboard member for Moretown and Brandon, who passed away on April 12, 2026. A Rutland native, Carr was raised in Brandon and graduated from Castleton State College. He had a successful career in banking, serving as senior vice president at various institutions and later establishing his own financial consulting business. Carr was deeply involved in his community, contributing to local organizations such as Porter Hospital and the Brandon Industrial Corporation, and played a significant role in economic development projects, including the Segment 6 Project, which was completed in 2020.

Elected to the Vermont House of Representatives in 2012, Carr served three consecutive terms and was known for his leadership on the Committee on Commerce and Economic Development and as chair of the Committee on Energy and Technology. His legacy includes a strong commitment to public service and community engagement, as well as a passion for golf and the arts. The resolution expresses the General Assembly's condolences to Carr's family, including his wife Jane Ellen, their children, and grandchildren, and directs the Secretary of State to send a copy of the resolution to them.
