Born in Philadelphia, Dworkin's early experiences at the Brandon Training School shaped his commitment to advocating for individuals with developmental disabilities and pursuing a career in environmental law. He graduated summa cum laude from Middlebury College and earned his law degree from Harvard Law School, later serving as an appellate attorney at the U.S. Environmental Protection Agency. Dworkin's career in Vermont included significant roles as general counsel and managing partner at Riser Management Systems, and as chair of the Vermont Public Service Board (PSB), where he oversaw critical regulatory proceedings and established Efficiency Vermont, the nation's first energy efficiency utility.
In addition to his professional achievements, Dworkin served as the East Montpelier town moderator, demonstrating his dedication to local governance. After his tenure at the PSB, he founded the Vermont Law and Graduate Schools Institute for Energy and the Environment and contributed to international legal education by teaching in China and New Zealand. The resolution recognizes Dworkin's extensive contributions to energy policy, telecommunications, and community service, and directs the Secretary of State to send a copy of the resolution to him and his family.
