The House Concurrent Resolution honors the memory of Stuart Alan Hurd, who served as the Town Manager of Bennington for nearly 33 years, marking a significant period of innovative public service in the community. Hurd, a civil engineering graduate from Worcester Polytechnic Institute, began his career in Bennington as the first zoning administrator in 1973 and quickly advanced to assistant town manager before being appointed town manager in 1992. His tenure was characterized by dedication, calm leadership, and a commitment to community service, which earned him the Vermont Municipal Service Award in 2008.

Stuart Hurd passed away at the age of 77 on August 30, 2025, after a four-year battle with cancer. In recognition of his contributions, the Town of Bennington honored him by flying flags at half-mast for five days, symbolizing each decade of his service. The resolution expresses condolences to his family and colleagues and directs the Secretary of State to send copies of the resolution to Hurd's family and the Town of Bennington.
