The House Concurrent Resolution honors the memory of former Senator William H. Carris, a fifth-generation Vermonter who made significant contributions to both his community and the state. Carris was an accomplished Junior Olympic ski jumper in his youth and served in the U.S. Army as a financial specialist in Germany. Upon returning to Vermont, he took over his family's business, Carris Reels, and transformed it into an international leader in the manufacturing of reels for wire and cable packaging, while also prioritizing the welfare of his employees.
In addition to his business achievements, Carris served three consecutive terms in the Vermont Senate, where he utilized his expertise in economic development and finance to benefit his constituents. He held various committee positions, including vice chair of the Senate Rules Committee. Carris passed away on October 22, 2025, at the age of 81, leaving behind his wife, Barbara, children, and grandchildren. The resolution expresses the General Assembly's heartfelt condolences to his family.
