The Senate of Vermont has proposed a temporary rule, designated as Rule 44A, which establishes new procedures for handling bills that do not meet specific crossover dates. According to this resolution, any bill that fails to make the crossover deadlines of March 13 and March 20, 2026, will be referred to the Committee on Rules. However, this rule will not apply to certain key measures, including the transportation capital bill, the capital construction bill, the fee bill, and tax/revenue bills.

Additionally, the Committee on Rules is granted the authority to release any bills referred to it for further consideration by another committee or for placement on the Notice Calendar, in accordance with existing Senate rules. This temporary rule will remain in effect until the Legislature adjourns sine die, at which point it will expire.
