The bill S.255 establishes a pilot Windham County Law Enforcement Governance Council aimed at providing regional law enforcement and related public safety services. Nonmember municipalities will not incur costs related to the Council's operations and will retain their rights to establish independent law enforcement services. The Council is set to dissolve on June 30, 2034, or earlier if the number of member municipalities drops to one, with remaining funds returned to municipalities based on population.
