The bill S.254, introduced by Senator Collamore, aims to authorize probation and parole officers in Vermont to carry firearms while on duty, contingent upon their successful completion of a training course provided by the Vermont Criminal Justice Training Council. The proposed amendment to 28 V.S.A. ยง 551a includes new provisions that allow correctional officers assigned to the Field Supervision Unit to request authorization from the Commissioner to undergo training in the use of firearms for defensive purposes. This training will cover appropriate use of force, reporting and record-keeping related to firearms, and personal liability concerning firearm-related actions.

Upon successful completion of the training, these officers will be permitted to carry firearms while on duty and utilize them defensively. The bill also stipulates that the Commissioner and the Executive Director of the Council will develop the necessary curriculum for this training. Additionally, the act is set to take effect on July 1, 2026.
