The bill S.233 proposes the establishment of a two-year pilot program aimed at enhancing family advocacy in special education. It allocates $250,000 from the General Fund to the Agency of Human Services for this initiative, which will provide grants to develop special education family advocacy programs. The pilot programs are designed to ensure that families of students in kindergarten through grade 12 have access to knowledgeable advocates who can assist them through the individualized education program (IEP) process, foster collaboration between schools and parents, and help prevent disputes by addressing issues early.
Additionally, the Agency of Human Services will seek applications from school districts, parent child centers, and nonprofit organizations to participate in the program. Successful applicants will be required to train advocates, empower parents to advocate for themselves, and collaborate with school districts to support the interests of students. A report evaluating the pilot program's effectiveness will be submitted to relevant legislative committees by November 15, 2027, and the act is set to take effect on July 1, 2026.
