H.624 proposes the establishment of the Adult Involuntary Guardianship Working Group, tasked with studying the jurisdiction of involuntary guardianship proceedings for adults. The Working Group will evaluate the potential consolidation of adult involuntary guardianships under Title 14 with those for individuals with developmental disabilities under Title 18. It aims to ensure that respondents under Title 18 have equal access to voluntary guardianships as those under Title 14. The group will consist of various appointed members, including judges, attorneys, and representatives from relevant organizations.
The Working Group is required to hold its first meeting by August 1, 2026, and will report its findings and recommendations by December 15, 2026, to several legislative committees. The report will address whether to consolidate the guardianship proceedings and will consider necessary judicial resources, appellate jurisdiction, and legislative changes to ensure equitable access to voluntary guardianships. This act will take effect upon passage.
