Notably, funds credited to the Special Fund will not revert to the General Fund at the end of the fiscal year, and private contributions will require advisory council approval to ensure they do not negatively impact civics education. The advisory council will also provide annual reports to the General Assembly detailing the Fund's activities. Implementation of the bill is set to begin in the 2027-2028 school year, with full implementation expected in the 2028-2029 school year, and the act is scheduled to take effect on July 1, 2026.
