The House Concurrent Resolution congratulates Mapenzi Selemani, a junior at Winooski High School, for winning the 2025 Poetry Out Loud Vermont State championship. This competition, which is part of a nationwide initiative supported by the National Endowment for the Arts and the Poetry Foundation, aims to enhance high school students' public speaking skills, boost their confidence, and educate them about literary history. This year, the competition involved 3,200 students from 24 schools in Vermont, culminating in a state finals event where Selemani impressed judges with her recitations of Thomas Hood's "I Remember, I Remember" and William Wordsworth's "The World is Too Much With Us."

Additionally, the resolution commemorates the 20th anniversary of Poetry Out Loud, which has engaged over 4.5 million students across the United States since its inception. The General Assembly expresses its pride in Selemani's achievement and directs the Secretary of State to send copies of the resolution to her, as well as to the Flynn, the National Endowment for the Arts, the Poetry Foundation, and the Vermont Arts Council.
